October 2008 State Council News and other stuff

This October State Council was one of hope for the future of education with the upcoming Presidential Election and one of further commitment by CTA to keep educational issues in the forefront of the minds of our elected officials. President David Sanchez thanked everyone for their continued efforts to keep budget cuts away from education but he warned that the governor has the power to make additional cuts mid year. Unfortunately, that now seems inevitable. We must continue to work our 100% every day, but be mindful that cuts will happen. District administrators will try to give us more work and especially more work that is not our work. We have to stand together with our SEIU brothers and sisters and let the District know that we are all already giving 100% for the kids.

We all spent a couple of hours in special work groups to strategize how CTA can be more effective in promoting the need for an ongoing, consistent source of revenue for education. There will be more discussion of the groups’ ideas at the January State Council.

Also on the agenda for January is the CTA budget. As you remember, the ESP Issues Advisory Committee is lobbying for a total revision of the dues structure for all members. I expect we will spend some time at our Advisory Committee meeting marshalling our arguments to get the message out.

Lisa Thierry, Tami Hassell and I attended a leadership training October 24-26 in Anaheim. The training and trainers were outstanding. Time just flew by as we were introduced and guided through CTA’s structures, strategies to represent your rights, CTA Alphabet Soup and lots of sharing of issues and solutions. The most valuable (to me) lesson was “First check the contract”. It is the best and quickest way to resolve many, many issues and concerns. I urge all of you to keep your contract at your desk and read a little piece of it every day.

Our CTA/ESP Conference in January is looking good. It’s in Las Vegas at the Orleans Hotel. If you are interested in attending, let Jeff know. The reservations are due to the coordinator in Santa Rosa (Sheila Bell) December 5.

January 2008 - CTA State Council Meeting, Los Angeles

CTA State Council took place in Los Angeles January 26 and 27. As usual, I was there on Thursday the 24th to represent you at the CTA ESP Issues Advisory Committee meeting.

It was a longer than usual meeting this time. One of our major concerns and the subject of much discussion is the implementation of the dues structure as it pertains to our group (Educational Support Professionals). As you may remember, our CTA dues are assessed on a sliding scale over a 5 year period. CTA Certificated staff pay the full amount when they first join, in spite of being at entry level in the teacher salary schedule. However, while they often make quite a bit more as they add years and credits, they still pay the same dues as everyone else. Most of our members, however, may take years of service to reach the entry level teacher salary.

We came up with a strategy to begin to address this important issue.

  1. We are making contact with every State Council Member that we can. This means at meetings, meals, airports etc. We describe the issue and ask their support in a review by the CTA Budget Committee to make our dues fair and equitable.
  2. We are preparing a written fact sheet to send to all members of the Budget Committee.
  3. We spoke on the floor at State Council. Our Issues Advisory Chairperson, Mike Downey presented the major description of our concern on the floor on Sunday afternoon. It was my honor and privilege to speak after Mike to restate and reaffirm our concern.

During our five hour delay at the airport Sunday night, I was able to discuss this at length with a member of the Budget Committee. When she heard the dollars and cents of the issue, she immediately said, “That’s not fair.” Present during our discussion was a CTA lawyer and one of our NEA representatives. While the lawyer has no voice at State Council, she certainly knows many members who do. Our NEA representative does have a vote though he is not on the Budget Committee.

We all have a lot of talking and persuading to do. Though we are only ten for the whole state, we are committed to making ourselves heard on behalf of all ESP.

Our Vice President, Gina Parish, was a visitor at State Council. Ask her how she thinks it went.

My thought for this quarter is “An injury to one is an injury to all.” We must use our contract, we must insist that administrators respect our contract, we must support each other, we must be united in standing up for ourselves and our fellow ESP’s in insisting that administrators follow the contract. We do our part in working our allotted time and tasks with 100% effort, and they must do their part by not insisting on more. So when we work to the contract, we are protecting each other from abuse and protecting administrators from grievances. We may need to study our contract and point out, as Jeff has pointed out in the matter of evaluations, exactly what the contract says.

October 2007 - CTA State Council of Education NEWS

State Council meets four times a school year at the Westin Bonaventure Hotel in Los Angeles. We had our first meeting of the year October 12-14, 2007. If you go to the CTA website (CTA.org), you will find information about the issues that were brought to the floor and what happened during our general meetings.

I am on the School Safety Committee at State Council and always bring back lots of information regarding worksite safety. I have copies of some checklists for Classroom and Office Safety. It’s amazing how unsafe all of our workplaces are. If you would like to take a look at them, I will be glad to send you copies.

I also sit on the CTA/ESP (Educational Support Professionals) Issues Advisory Committee and the CTA/ESP Conference Planning Committee. Issues Advisory discusses and makes recommendations to the Board regarding policies and procedures that affect classified employees. So far all of our recommendations have been approved by the Board and have been implemented. The goal is to make CTA totally inclusive for all of our members.

The Conference Planning Committee is really a fun one. We learned a lot at our recent (first ever) CTA/ESP Conference. We are planning an even better one for next May. AND it will be here in Northern California and very local, so AEOTE can show a big turnout! More on that later.
